13. Notes the proposals made in the Monti report, especially those concerned with the application of Article 14 TFEU and Protocol No 26; considers it essential to move forward with a pragmatic approach enabling the real problems, and potential solutions to them, to be identified; calls on the Commission, in association with Parliament and the Council, to carry out in-depth research into the functioning of a SSGI sector such as that of services to the elderly, which will have a major role to play as the EU will face substantial demographic changes in the near future;
13. prend note des propositions figurant dans le rapport Monti, notamment celles visant à appliquer l'article 14 et le protocole 26 du traité FUE; estime essentiel d'avancer de manière pragmatique pour pouvoir identifier les vraies difficultés et les solutions possibles; invite la Commission, en lien avec le Parlement européen et le Conseil, à faire une étude approfondie sur le fonctionnement d'un secteur pilote des SSIG, comme par exemple le secteur des services aux personnes âgées, qui est appelé à jouer un rôle très important à l'avenir, étant donné que l'Union européenne sera confrontée à des changements démographiques importants dans un avenir proche;

Finally, to conclude, I would like to say a word to Mr Kovács – it is quite rare to be able to say goodbye to someone on the very evening that their mandate is ending – and, above all, to give a piece of advice to the Commissioner-designate, Mr Šemeta, whose initial steps in this area we have welcomed, just as we have welcomed the initial steps of the Barroso II Commission, which seems determined to tackle the issue, especially by entrusting Mr Monti with the task of drafting a report on the internal market containing all of these aspects.
Enfin, pour conclure, je souhaiterais dire un mot à l’attention du commissaire Kovács - c’est assez rare que l’on puisse dire au revoir à quelqu’un le soir où il achève son mandat - et surtout un petit signal à l’intention du commissaire désigné, M. Šemeta, dont nous avons apprécié les ouvertures dans ce domaine, de même que l’ouverture de la Commission Barroso II, qui semble décidée à s’attaquer à la question, notamment en confiant à Mario Monti le soin de rédiger un rapport sur le marché intérieur contenant tous ces aspects.
