La Commission aimerait de plus rappeler que le président en exercice du Conseil des ministres a dit dans sa déclaration lors de la session ministérielle ouvrant les conférences sur l'adhésion de l'Autriche, de la Suède et de la Finlande à l'Union européenne que "L'acceptation de ces droits et obligations par un nouveau membre peut donner lieux à des adaptations techniques et exceptionnellement à des dérogations temporaires (non permanentes) et à des arrangements transitoires à définir au cours des négociations d'adhésion, mais elle ne peut en aucun cas donner lieu à des modifications des règles communautaires".
