Reiterates that a legal framework developed in line with ECtHR case-law is still needed so as to enable all religious communities to function without undue constraints, in particular as regards their legal status, training of clergy, election of their hierarchy, religious education and the construction of places of worship; encourages Turkish authorities, all political parties, civil society and the communities concerned to engage in creating an environment conducive to full respect for freedom of religion in practice; reiterates its call for the immediate re-opening of the Greek Orthodox Halki Seminary and the public use of the ecclesiastical title of the Ecumenical Patriarch; welcomes the recent initiatives by the government and its ongoing talks between the government and Alevi leaders on long-standing issues, such as Alevi places of worship and the setting-up of a memorial commemorating the Sivas massacre, and calls on the Turkish government to address their concerns without delay and to make state-run courses on religion non-compulsory; regrets the planned expropriation of the Syriac Orthodox Monastery of St Gabriel in Tur Abdin and the court procedures against representatives of the monastery;
17. rappelle qu'un cadre juridique établi conformément à la jurisprudence de la Cour européenne des droits de l'homme reste nécessaire afin de permettre à toutes les communautés religieuses de fonctionner sans contraintes excessives, en particulier pour ce qui concerne leur statut juridique, la formation du clergé, l'élection de la hiérarchie, l'éducation religieuse et la construction de lieux de culte; encourage les autorités turques, tous les partis politiques, la société civile et les communautés concernées à s'efforcer de créer un environnement propice au plein respect de la liberté de religion dans la pratique; renouvelle son appel concernant la réouverture immédiate du séminaire orthodoxe grec de Halki et l'usage public du titre ecclésiastique de patriarche œcuménique; se félicite des récentes initiatives du gouvernement et de la poursuite des discussions entre ce dernier et les responsables des Alévis sur des problèmes de longue date, comme les lieux de culte des Alévis et la création d'un mémorial en commémoration du massacre de Sivas, et invite le gouvernement turc à résoudre leurs difficultés sans attendre et à rendre non obligatoires les cours publics de religion; déplore l'expropriation prévue du monastère orthodoxe syrien Mor Gabriel dans le Tour Abdin et les procédures judiciaires entamées contre les représentants du monastère;
