Second, the transposition of European public finance legislation into Slovenian law with the introduction of a modern methodological and legislative public finance framework, including the budget cycle of preparation, implementation and budgetary supervision in the period 1998-99, which began with the preparation and adoption of the Public Finance Act and the introduction of a modern approach to the preparation of the central government budget.

E. SPECIAL BUDGETARY PROVISIONS Two special budgetary headings will be created : (A) Set-aside and aids to income. For these two forms of Community aid a ceiling of 600 MECU will be set in 1992, 150 MECU of which will be borne by the EAGGF Guarantee Section (B) Programme for the modernization of Portuguese industry.
