The greatest challenge will be to satisfy Europe's civil and commercial vocation in the face of contact with diverse and heterogeneous cultures to the south and south-east. This can be achieved only by discarding the nineteenth-century model of the closed State, with its inviolable borders, and embracing the more modern and liberal notion of an open society, of "porous" frontiers and common interests.
