Member States shall promote, where appropriate, the use of ESI Funds in the context of macro-regional strategies, for the creation of European transport corridors, including supporting modernisation of customs, the prevention, preparedness and response to natural disasters, water management at river basin level, green infrastructure, integrated maritime cooperation across borders and sectors, RI and ICT networks and management of shared marine resources in the sea basin and protection of marine biodiversity.

This solution, among other things, reflects the point n. 34. of the Report of the European Parliament of 25 November 2011 on modernisation of customs (2011/2083(INI)), that “Calls on the Commission to include in the MCC more rigorous requirements for the provision of the EU’s customs representation services, helping to increase the level of professionalism and ownership on the part of these intermediaries and laying down clear rules to guide relations between customs agents and forwarding undertakings, so as to change the role of the agents to that of consolidators for small and medium-sized importers that do not have the capacity to implement customs compliance programmes similar to those of European AEOs”.

Is concerned that different national interpretations of the EU customs legislation create red tape for business, with a consequential negative impact on European competitiveness, and weaken the EU's ability to administer an efficient risk-based approach to compliance; therefore calls on the Member States to commit fully to the process of modernisation of customs and especially to the uniform application of EU customs legislation; insists moreover that the Commission, without delay, takes all necessary actions to ensure a seamless and harmonised application of the EU customs legislation throughout the EU;
7. est préoccupé par le fait que différentes interprétations nationales de la législation européenne en matière de douanes créent une charge administrative pour les entreprises, ce qui a des répercussions négatives sur la compétitivité européenne et affaiblit la capacité de l'Union à adopter une approche efficace du respect des règles basée sur les risques; appelle dès lors les États membres à s'engager pleinement vis-à-vis du processus de modernisation des douanes et en particulier de l'application uniforme de la législation européenne en matière de douanes; insiste en outre pour que la Commission prenne sans délai toutes les mesures nécessaires pour garantir une application sans faille et harmonisée de la législation douanière européenne dans l'ensemble de l'Union;

6. Considers that, as customs are entrusted with more and more responsibilities, the Member States should match these with adequate resources; considers that allocation of appropriate financial resources in line with the budgetary frameworks for customs-related procedures and processes, in particular the development of IT systems, is essential for achieving the much needed modernisation of customs; believes that, in order to enable customs to perform its priority tasks, particular emphasis should be placed on the use of the available, limited resources in the area of risk management, on guaranteeing the protection and security of the market and society and on border protection at the EU's external borders;
6. estime que dans la mesure où elles se voient attribuer de plus en plus de responsabilités, les États membres doivent doter les douanes des ressources correspondantes; estime que, conformément aux cadres budgétaires, il est primordial d'affecter des ressources financières suffisantes aux procédures et processus douaniers, en particulier au développement de systèmes informatiques, pour parvenir à la modernisation indispensable des douanes; estime, afin de permettre aux douanes de remplir leurs mission prioritaires, qu'il convient d'accorder une attention particulière à l'utilisation des ressources disponibles qui sont limitées dans le domaine de la gestion des risques pour assurer la protection et la sécurité du marché et de la société et protéger les frontières extérieures de l'Union;

12. Is of the opinion that, in order to increase European economic competitiveness, simplification, standardisation and modernisation of customs legislation and procedures and the use of modern and efficient IT tools are paramount; considers that one of the major achievements of modernised customs is predictability for business, especially for SMEs, which in turn stimulates economic growth;
12. estime, afin de renforcer la compétitivité économique de l'Europe, qu'il est essentiel de procéder à la simplification, à la normalisation et à la modernisation de la législation et des procédures douanières et de développer le recours aux outils informatiques modernes et efficaces; estime que l'un des principaux atouts de la modernisation des douanes est d'apporter de la prédictibilité aux entreprises, notamment aux PME, ce qui en retour stimule la croissance économique;

13. Notes that considerable investments may be needed to adapt to new customs procedures and modernised e-customs requirements; stresses that these must be reasonable, so as not to create unnecessary burdens especially on SMEs; stresses the need to alleviate bureaucracy and costs for SMEs;
