2. Stresses the need, with due regard for the priority of maintaining and ensuring unrestricted and universal access to the public health service, for the European Union to develop urgently a coherent policy on patient mobility in the light of the judgments of the European Court of Justice and the report of the High Level Process of Reflection on patient mobility and healthcare developments in the European Union ("Reflection Process"), and to agree guidelines for use by patients, health professionals and funding agencies; believes that as a minimum the patient who suffers from a life-threatening condition should have a right and the possibility to seek timely treatment in another Member State, if this is not available in his/her own country or not within a reasonable period of time ;
2. souligne la nécessité, pour l'Union européenne, tenant compte de la priorité accordée au maintien de services publics de santé accessibles à tous et en toute liberté, d'élaborer sans tarder une politique cohérente concernant la mobilité des patients à la lumière des arrêts prononcés par la Cour de justice et du rapport élaboré par le groupe de réflexion à haut niveau sur la mobilité des patients et l'évolution des soins de santé dans l'Union européenne ("le processus de réflexion"), et d'adopter des lignes directrices utilisables par les patients, les professionnels de la santé et les organismes de financement; considère que le patient souffrant d'une pathologie mettant en jeu le pronostic vital doit au moins avoir le droit et la possibilité de se faire soigner temporairement dans un autre État membre, si le traitement n'existe pas dans son propre pays ou n'est pas disponible dans un délai raisonnable;
