The new Agenda sets out concrete actions and proposals from the Commission as well as a policy framework in which all stakeholders could play a role and mobilises community tools and instruments for making progress together, while fully respecting the diversity of systems and policies across the European Union.

With a view to improving its capacity to respond fast and effectively to crises the Commission has developed tools in order to mobilise Community instruments more quickly. The recently adopted Rapid Reaction Mechanism (RRM) [1] is an example. It allows fast access to necessary budgetary financial means by operating through a separate budget line in the regular budget.

We can achieve this through a ‘European reflex’, provided we mobilise Community funds without bureaucratic delay; adopt and enforce strict environmental legislation to protect forests and ecosystems; establish an independent European rapid-response team; and implement a European strategy to combat the impact of climate change.

The Community Action Programme in the field of Civil Protection should be complemented by a system which will enable a series of support measures to be made available which are capable of being mobilised immediately in the event of an emergency in such a way as to facilitate coordinated assistance interventions, the mobilisation of intervention teams and expertise and other resources, as required, through a reinforced Community Civil Protection mechanism and network of Member States' national contact points.
