Also in the statement, the Commission considered, on the one hand, that representatives of the European GNSS Supervisory Authority, the European Space Agency as well as the SG/HR should be involved as observers in the work of the expert group under the conditions laid down in its rules of procedure and, on the other hand, that agreements concluded by the European Community may provide for the participation of representatives of third countries in the work of the expert group under conditions laid down in its rules of procedure.
Toujours dans la même déclaration, la Commission a estimé, d’une part que des représentants de l’autorité européenne de surveillance GNSS, de l’Agence spatiale européenne et du SG/HR devraient être associés en tant qu’observateurs aux travaux du groupe d’experts selon les conditions fixées dans son règlement intérieur, d’autre part que les accords conclus par la Communauté européenne peuvent prévoir la participation de représentants de pays tiers aux travaux du groupe d’experts selon les conditions fixées dans son règlement intérieur.

It is thus appropriate to establish an expert group, called the ‘Security Board for the European GNSS Systems’, the establishment, mission, composition and operation of which are in line with the content of the aforementioned Commission statement and also comply with the horizontal rules set out in the framework for Commission expert groups established in Commission Decision C(2005) 2817.

Reaffirms the important role of ODIHR EOMs in the OSCE area, where the EU does not as a rule deploy election observation missions; commends the ODIHR for the quality of its work and its adherence to high standards of transparency and independence; expresses its concern about statements and actions of some OSCE participating States that call into question the ODIHR's mandate and undermine the effectiveness, funding and independence of its missions; calls on OSCE participating States and on the European Council to uphold the ODIHR's position as the principal election-monitoring body in the OSCE area; in particular, condemns the recent imposition by certain OSCE participating States of restrictions on the duration of EOMs and their refusal to issue, or delay in issuing, visas for observers, which has made it impossible for the ODIHR to fulfil its mandate;

Instructs the Conference of Presidents to take the budgetary consequences into account before deciding on the annual work programme of interparliamentary delegations and delegations to Joint Parliamentary Committees; insists that ad hoc delegations should only be authorised in very exceptional circumstances which could not have been foreseen in the annual work programme and provided that the costs remain within the given budgetary envelope; instructs the Conference of Presidents, in view of the forthcoming mid-term review of Parliament's committee structure, to examine in that context the mission statement of interparliamentary delegations and delegations to Joint Parliamentary Committees;
