For the sake of completeness, it should be noted that, to complement this proposal for a directive, the Commission has produced a draft framework decision of the Council (COM (2003) 227) which is being considered under the third pillar (Justice and Home Affairs cooperation) and on which Parliament is therefore solely entitled to deliver an opinion (Rapporteur: Giuseppe Di Lello Finuolo (LIBE), Draftsman: Wilhelm Ernst Piecyk (RETT)).
Pour être complet, il convient de faire observer que parallèlement à cette proposition de directive, la Commission a présenté une proposition de décision-cadre du Conseil (COM(2003) 227), qui est examinée dans le contexte du troisième pilier (affaires intérieures et coopération judiciaire), le Parlement européen n'ayant en l'occurrence qu'un droit d'avis (rapporteur: M.
