Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). No 307 of 2002)) after consultation with the Minister for Arts, Sport and Tourism as provided for by subsection (6) (as adapted by the Tourism, Sport and Recreation (Alteration of Name of Department, Title of Minister) Order 2002 (S.I. No 307 of 2002)) of that section, hereby make the following order with respect to which, pursuant to subsection (7) of that section, a draft has been laid before each House of the Oireachtas and a resolution approving the draft has been passed by each such House:

Concerning developments relating directly to the good functioning of the EEA Agreement, the EEA Council: - took note of the interim report for 1995 presented by the Joint Committee and commended the Joint Committee on its work; - expressed its satisfaction at the overall functioning of the Agreement and noted that the EFTA countries, taking part in the EEA, are effectively involved in the evolution of the internal market; - reaffirmed its commitment to the decision-shaping and decision-making procedures provided for in the EEA Agreement; in this context, it underlined the continuing need for the effective functioning of the information and consultation process during the development by the EU of new legislation relevant to the EEA Agreement and for the integration of new Community legislation into the EEA Agreement without delay after its adoption by the Community; - underlined the dynamic character of the Agreement and noted its provisions aimed at further development of the cooperation; - agreed that the provisions of the Agreement concerning cooperation at ministerial level should be fully used in order to allow the EEA Council to fulfil effectively its role which consists in giving the political impetus in the implementation of the Agreement and laying down the general guidelines for the EEA Joint Committee. 5. Concerning relations in the area of foreign policy, the EEA Council: - adopted the joint declaration attached as an Annex to the present conclusions establishing the modalities of a strengthened political dialogue on issues of common interest in the area of foreign policy and undertook an exchange of views on a number of areas of foreign policy of mutual interest; - took note of the readiness of the EU, when it considered appropriate, to invite the EEA states to associate themselves with EU declarations, démarches and joint actions; - welcomed the fact that the implementation of the above-mentioned joint declaration had begun in advance of its ...

Quant à l'évolution concernant directement le bon fonctionnement de l'Accord sur l'EEE, le Conseil de l'EEE : - a pris acte du rapport intérimaire pour 1995 présenté par le Comité mixte et a fait l'éloge des travaux accomplis par celui-ci ; - a exprimé sa satisfaction au sujet du fonctionnement global de l'accord et a pris acte de ce que les pays de l'AELE participant à l'EEE étaient effectivement associés à l'évolution du marché intérieur ; - a réaffirmé son engagement en faveur des procédures de formation et de prise de décisions prévues par l'Accord sur l'AELE ; à cet égard, il a souligné qu'il était toujours nécessaire que les procédures d'information et de consultation fonctionnent efficacement au cours de la mise au point, par l'UE, d'une nouvelle législation en rapport avec l'Accord sur l'EEE et que la nouvelle législation communautaire soit intégrée sans retard dans l'Accord sur l'EEE après son adoption par la Communauté ; - a souligné le caractère dynamique de l'accord et a pris acte de ses dispositions visant à poursuivre le développement de la coopération ; - est convenu que les dispositions de l'accord concernant la coopération au niveau ministériel devraient être pleinement utilisées afin de permettre au Conseil de l'EEE de remplir efficacement son rôle qui consiste à donner une impulsion politique à la mise en oeuvre de l'accord et à fixer des lignes directrices générales à l'intention du Comité mixte de l'EEE. 5.
