The main challenge will be to create a knowledge-based economy and society in all new Member States, in spite of regional imbalances, and to forestall migration flows within the EU which would have serious negative consequences for education and training as well as research and development in the new Member States.

Implementing the Tampere mandate implies making an assessment of present and future migration flows to the EU within the context of developing a common policy on asylum and immigration taking into account demographic changes, the situation of the labour market and migration pressures from countries and regions of origin of migrants.

Efforts will continue to improve the information gathering on migration flows within the Schengen area, with a view to launching a regular data collection and analysis of irregular migratory movements in 2014.
