Calls on the Union and Member States to adopt concrete measures to strengthen solidarity in rescue services, the processing of asylum claims, relocation and resettlement in order to avoid unnecessary tragedies at sea while sharing responsibility with Member States which have external borders and face increasing migration flows.

We must therefore also develop specific actions such as the following: firstly, we should develop document security because only this can allow the correct identification of persons and flows, more confidence and greater ease of movement; secondly, we should develop the access of Euromed partners to Frontex training courses so that they can boost their know-how on fighting illegal migration, in accordance with all the international instruments by which we are bound, in particular the instruments on maritime search and rescue.

Furthermore, "The Hague Programme", adopted by the European Council on 4 and 5 November 2004, recognises the need for a better management of the migration flows in order to avoid the humanitarian tragedies that take place in the Mediterranean as a result of attempts to enter the EU illegally and it welcomes the initiatives by Member States for cooperation at sea, particularly for rescue operations.
