To deter potential migrants from trying to reach the EU by using smugglers' services, it has to be made clear to them that they will be returned swiftly to their home countries if they have no right to stay in the EU legally.
Afin de dissuader les migrants potentiels de tenter d'atteindre l'UE en recourant aux services de passeurs, il faut leur faire clairement comprendre qu'ils seront rapidement renvoyés dans leur pays d'origine s'ils n'ont pas le droit de séjourner légalement dans l'Union.

M. whereas in 2014 the Italian Navy rescued tens of thousands of people heading towards Europe from North Africa in unsuitable, overcrowded boats; whereas in November 2014 it was reported that coastguards in Tripoli had stopped the patrols intended to prevent migrants from trying to cross the Mediterranean;

I. whereas since July 2014, Libya has witnessed relentless civil unrest owing to fighting between rival militias, which has resulted in the displacement of an estimated 440 000 people; whereas the security conditions remain extremely volatile and there is a constant flux of migrants trying to reach neighbouring countries and the other side of the Mediterranean; whereas 2015 has been the deadliest year thus far for migrants crossing the Mediterranean, with most of those deaths occurring along a dangerous central Mediterranean route used by smugglers operating out of Libya; whereas in 2015 more than 144 000 migrants tried to cross the sea, the vast majority of whom travelled from Libya;

E. whereas a larger proportion of the people trying to cross the Mediterranean are fleeing from conflict or persecution in Syria, Iraq, Eritrea, Somalia and Libya; whereas up to 700 migrants are missing and are feared drowned after the wooden fishing boat on which they were crammed capsized near Libya as a Portuguese merchant vessel was coming to its aid late on Saturday, 18 April 2015; whereas one of the survivors was reported to have informed the Italian authorities that there may have been up to 950 on board; whereas a similar tragedy took place earlier this month, in which around 400 migrants were reported to have lost their lives at sea when a wooden fishing boat carrying about 550 people capsized;
E. considérant que la majorité des personnes tentant de traverser la Méditerranéenne fuyait les conflits ou les persécutions en Syrie, en Iraq, en Érythrée, en Somalie et en Libye; considérant que près de 700 migrants sont portés disparus et qu’il est à craindre qu’ils se soient noyés après que le bateau de pêche en bois sur lequel ils étaient entassés a chaviré près de la Libye alors qu'un navire marchand portugais venait à leur aide, le samedi 18 avril 2015; que l’un des survivants aurait informé les autorités italiennes qu’il pouvait y avoir 950 personnes à bord; considérant que, début avril, il s'était déjà produit une tragédie du même ordre, dans laquelle quelque 400 migrants auraient péri en mer à la suite du naufrage d'un bateau de pêche en bois transportant 550 personnes environ;

O. whereas hundreds of migrants and refugees, fleeing the violence in Libya, have reportedly died while attempting to cross the Mediterranean to Europe, leading to a major refugee crisis in Italy and Malta; whereas the Office of the High Commissioner for Refugees (UNHCR) reports that 1 600 people have died since June while trying to reach Europe; whereas Libya is the primary departure point for migrants attempting to reach Europe; whereas the UNHCR estimated that around 98 000 of approximately 109 000 arrivals in Italy were believed to have departed from Libya since the beginning of the year; whereas a further 500 migrants are feared dead after their boat was reportedly rammed by another vessel near Malta on 15 September 2014;

We have used immigration control measures such as interception or interdiction of smuggled or trafficked migrants wherein we try to stop individuals from getting on planes or boats or trains before they arrive in our territory and ensure that those who are in need of protection in that group of people that we intercept are appropriately dealt with.

We have to try to deter improperly documented, irregular migrants who are not in need of protection from getting here in the first place.

If you look at that from the perspective of the would-be illegal migrant, it is in his interests to try to use that opportunity to either hand his document off to somebody else or dispose of it and stay away from officialdom at the airport for as long as possible, thus making it more difficult for the immigration officer to determine who that person is or where he came from.
