Since DFO lacks the resources to manage the stocks the responsibility needs to be formally turned over, with proper financing of course, to the universities who would work in collaboration with First Nations, for example, the Mi'Kmaw Conservation Group, environmental NGOs and most importantly the industry.
Puisque Pêches et Océans n'a pas les ressources nécessaires pour gérer les stocks, la responsabilité doit officiellement être confiée aux universités, avec un financement suffisant, bien sûr.
