The adjustments of figures in this Communication result directly from the amendment of the MFF Regulation by Regulation (EU, Euratom) 2017/1123 and do not deviate from the provisions of Article 6(4) of the MFF Regulation, according to which no further technical adjustments than those referred to in Article 6(1) are made either during the year or ex-post.

Following the entry into force on 14 July 2017 of Council Regulation (EU, Euratom) No 2017/1123 amending Regulation (EU, Euratom) No 1311/2013 laying down the multiannual financial framework (MFF) for the years 2014-2020 as a result of the mid-term review/revision, the figures included in the Communication of 24 May 2017 in respect of the Emergency Aid Reserve and the Flexibilty Instrument should be updated for reasons of transparency.
À la suite de l’entrée en vigueur, le 14 juillet 2017, du règlement (UE, Euratom) 2017/1123 du Conseil modifiant le règlement (UE, Euratom) nº 1311/2013 fixant le cadre financier pluriannuel (CFP) pour la période 2014-2020, qui résulte du processus de réexamen/révision à mi-parcours, les chiffres relatifs à la réserve pour aides d’urgence et à l’instrument de flexibilité figurant dans la communication du 24 mai 2017 doivent être actualisés dans un souci de transparence.

2. Deeply regrets that the conclusions of the European Council of 7/8 February 2013 on the MFF included a figure for Heading 3 which was 16.6 % lower than the Commission proposal, and consequently the high level of cuts amounting to 23% to the Internal Security Fund and 20% to the Asylum, Integration and Migration Fund; notes that the late communication of the MFF figures and the ceilings available for each policy area did not help individual rapporteurs with the development of a strategic approach to negotiations with the Council; urges the Commission to provide all updated MFF figures simultaneously to the Council and Parliament in the future;
2. déplore vivement que les conclusions du Conseil européen des 7 et 8 février 2013 sur le CFP aient inclus un montant pour le titre 3 inférieur de 16,6 % à la proposition de la Commission, et regrette donc les importantes réductions, de 23 %, appliquées au fonds pour la sécurité intérieure, et de 20 % pour le Fonds "Asile, migration et intégration"; relève que la communication tardive des chiffres du CFP et les plafonds fixés pour chaque domaine politique n'ont pas aidé les différents rapporteurs à développer une approche stratégique lors des négociations avec le Conseil; prie instamment la Commission de fournir à l'avenir tous les chiffres actualisés relatifs au CFP simultanément au Conseil et au Parlement;

16. Notes that the MFF figures (overall level and distribution per heading), as decided by the European Council, were not challenged in the end by Parliament, which acknowledged the particularly difficult economic and financial context at the time of this decision; stresses, however, that this should by no means be perceived as a precedent and reiterates its position that the MFF figures, and every other part of the European Council’s relevant political agreement, are subject to negotiations with Parliament;
16. note que les montants du CFP (montant global et ventilation par rubrique), tels que fixés par le Conseil européen, n'ont finalement pas été contestés par le Parlement, qui a reconnu que le contexte économique et financier était particulièrement difficile au moment de la décision; souligne cependant que cela ne doit en aucun cas être perçu comme un précédent et rappelle une fois encore sa position, selon laquelle les montants du CFP, comme toute partie de l'accord politique correspondant du Conseil européen, doivent faire l'objet de négociations avec le Parlement;

D. whereas, faced politically with the impossibility of changing the overall MFF figures decided by the European Council, Parliament focused on improving the implementation of the MFF by successfully negotiating the inclusion of new provisions that will help to make the new financial framework and the new EU annual budget more operational, consistent, transparent and responsive to the needs of EU citizens and to allow the MFF ceilings to be used to the fullest possible extent; whereas these provisions concern, in particular, the new arrangements relating to the MFF revision, flexibility, the unity and transparency of the EU budget, along with a further engagement on reforming the financing of the EU budget (Joint Declaration on own resources);
D. considérant que, toute modification des montants globaux du CFP déterminés par le Conseil européen étant politiquement impossible, le Parlement a centré ses efforts sur l'amélioration de l'exécution du CFP en négociant avec succès l'adoption de nouvelles dispositions qui permettront de rendre le CFP 2014-2020 et le nouveau budget annuel de l'Union plus opérationnels, plus cohérents, plus transparents et mieux adaptés aux besoins des citoyens de l'Union et d'utiliser au maximum les plafonds du CFP; considérant que ces dispositions portent en particulier sur les nouvelles modalités de révision du CFP, la flexibilité, l'unité et la transparence du budget de l'Union ainsi que l'engagement supplémentaire à réformer le financement du budget de l'Union (déclaration commune sur les ressources propres);

Those documents shall include ‘line by line’ figures, totals by MFF headings and a consolidated document with figures and remarks for all budget lines deemed technically ‘open’.
