In line with the procedures laid down in the EC's Merger Regulation, the Commission immediately began a one-month inquiry, setting out to establish first and foremost whether the proposed merger falls within the scope of the Regulation, and then to make an initial assessment of the merger's impact on competition within the Community or a substantial part of it.
