The European Commission has informed the European Parliament, in its proposals for decisions of the European Parliament and of the Council on the mobilisation of the European Globalisation Adjustment Fund, that on the basis of two applications to mobilise the Fund submitted by Italy under Article 2(a) and Article 2(b) of Regulation (EC) 1927/2006, and in accordance with point 28 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management, and with Article 12(3) of the above-mentioned Regulation, it proposes the mobilisation of that Fund as follows:
La Commission européenne a informé le Parlement européen, dans ses propositions de décisions du Parlement européen et du Conseil relatives à la mobilisation du Fonds européen d'ajustement à la mondialisation, que sur la base de deux demandes de mobilisation du Fonds présentées par l'Italie, en vertu de l'article 2, point a), et de l'article 2, point b), du règlement (CE) n° 1927/2006, et en application du point 28 de l'accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière, et de l'article 12, paragraphe 3, du règlement susmentionné, elle propose de mobiliser le Fonds comme suit:

At the latest three years after the date mentioned in the first paragraph of Article 44 29, the Commission shall report to the European Parliament and the Council on the application of this Regulation and, where appropriate, shall propose the necessary amendments.

3. Welcomes the endorsement of the European Space Policy by the "Space Council" as proposed by a joint communication presented by the Commission and the European Space Agency (COM(2007)0212 ), especially the chapter on security and defence, while regretting the absence of any reference to the threat of weaponisation of space within the "key issues to be considered in the development of a strategy for international relations" (as mentioned in Annex 3 to the above-mentioned Council Resolution of 21 May 2007); recommends, therefore, that the revised European Security Strategy should take this policy appropriately into account, and is of the view that space matters should be reflected in the possible White Paper on Security and Defence Policy;
3. salue l'approbation de la politique spatiale européenne par le "Conseil Espace", proposée dans une communication conjointe présentée par la Commission et l'Agence spatiale européenne (COM(2007)0212 ), et salue notamment le chapitre sur la sécurité et la défense, mais regrette l'absence de toute référence à la menace de militarisation de l'espace parmi les "questions clés à examiner lors de l'élaboration d'une stratégie relative aux relations internationales" (telles qu'elles sont évoquées à l'annexe 3 de la résolution précitée du Conseil du 21 mai 2007); recommande, partant, que la révision de la stratégie européenne de sécurité tienne dûment compte de cette politique, et est d'avis que les questions spatiales devraient être abordées dans l'éventuel Livre blanc sur la politique de sécurité et de défense;

At its meeting on 2 and 3 June 2005, the Council adopted a Council and Commission Action Plan which implements The Hague Programme in concrete actions and which mentions the necessity of adopting proposals on maintenance obligations.

4. The Commission shall submit to the Council by 30 June 2006 a report on the implementation of the electronic identification system, accompanied by appropriate proposals, on which the Council shall vote by qualified majority, confirming or amending, if necessary, the date mentioned in paragraph 3 and updating, if necessary, the technical aspects relating to the implementation of electronic identification.

The Council, on the basis of a report from the Commission, shall review the provisions of Article 1 of this Directive before 30 June 2006 and shall either, acting in accordance with Article 93 of the Treaty, adopt measures on an appropriate electronic mechanism on a non-discriminatory basis for charging, declaring, collecting and allocating tax revenue on electronically supplied services with taxation in the place of consumption or, if considered necessary for practical reasons, acting unanimously on the basis of a proposal from the Commission, extend the period mentioned in Article 4.
Sur la base d'un rapport présenté par la Commission, le Conseil réexamine les dispositions de l'article 1er de la présente directive avant le 30 juin 2006, et soit arrête, conformément à l'article 93 du traité, des mesures relatives à un mécanisme électronique approprié, sur une base non discriminatoire, pour le calcul, la déclaration, le recouvrement et l'affectation des taxes afférentes aux services fournis par voie électronique imposés sur le lieu de consommation, soit, s'il l'estime nécessaire pour des raisons pratiques, prolonge, à l'unanimité sur proposition de la Commission, la période prévue à l'article 4.

The Council, acting unanimously, at the initiative of one of its members or on a proposal from the Commission, shall amend, as necessary, Parts II, III, V, VI, VII and VIII of the CCI, as well as Annex 2 (with the exception of Schedule B and excepting the visa requirements relating to those countries mentioned in Schedule A which do not need to be the subject of prior consultation) and Parts I and III of Annex 3 as well as Annexes 6, 10, 11, 12, 13, 14 and 15 thereto.
