Regrets that the proposal made by former Commissioner Michel Barnier to create a European civil protection force remains a dead letter and highlights the need, in this context, to pursue the development of a rapid response capacity on the basis of the civil protection modules of Member States, in accordance with the mandate issued by the European Council meeting of 15 and 16 June 2006, and calls on the Commission to develop a specific proposal to that end;
15. déplore que la proposition de création d'une force européenne de protection civile faite par l'ancien commissaire Michel Barnier reste lettre morte et met en évidence à cet égard la nécessité de poursuivre le développement d'une capacité de réaction rapide en s'appuyant sur les modules de protection civile des États membres, conformément au mandat donné par le Conseil européen des 15 et 16 juin 2006, et invite la Commission à élaborer à cette fin une proposition spécifique;

In all these meetings Commissioner Michel will stress the importance that all parties fulfil their obligations under international humanitarian law as a precondition for stabilisation and for the distribution of emergency aid to displaced persons.
