Certainly, the large, if somewhat amorphous, organisations set up to discuss trade issues (the 21-member Asia-Pacific Economic Cooperation – APEC – and, recently, the Shanghai Cooperation Organisation, as well as ASEM) have been useful especially as settings for informal high-level meetings and shows of solidarity.
