Of course, here, today, the Council and the Spanish Presidency, which I assume has a particular interest in the Union for the Mediterranean, are absent and I must say that that surprises me, because the Council should have heard everything the rapporteur and co-rapporteurs said and everything highlighted here, in other words, that this is an endeavour which overcomes the specific difficulties which have prevented programmes from progressing as they should have done.
Évidemment, ici, aujourd’hui, le Conseil et la Présidence espagnole, qui, je suppose, sont particulièrement intéressés par l’Union pour la Méditerranée, sont absents et je dois avouer que cela m’étonne, car le Conseil aurait dû entendre tout ce que le rapporteur et les corapporteurs ont dit, et tout ce qui est ici mis en lumière; c’est-à-dire qu’il y a une volonté de surmonter les difficultés spécifiques qui ont empêché les programmes d’évoluer comme ils l’auraient dû.
