The Guarantee Fund was set up in 1994 to protect the EU budget from the impact of possible defaults of loans benefiting from a guarantee. The European Union offers a partial guarantee to loans made by the European Investment Bank in Latin America, Asia and the Mediterranean area, and a full guarantee to financial assistance to EU loans to some third countries. Every time a new loan benefiting from the guarantee of the EU budget is signed, the Fund is credited with an amount, proportional to the size of the loan (the so-called "provisioning rate"), drawn on an ad-hoc Reserve inscribed in the budget by the Regulation which instituted the Fund (the so-called "target level", set at ten percent of the outstanding amount of loans).

In the area of expenditure, the Council stresses the need, in particular: - to improve the management and control of the CMO in fruit and vegetables, and requests an assessment of the intervention system in this CMO once the reform has been fully applied; - for the Structural Funds, to reduce the concentration of payments at the end of the budgetary year by improving coordination between the Commission and the Member States; - in the field of regional policy, to take every step to ensure that the proper procedure is followed in respect of public works contracts, and to apply stringently environmental legislation in all action financed from the Community budget; - regarding policy on SMEs, to use a more precise and realistic definition of SMEs and to facilitate their access to the existing instruments; - in the area of research (Human Capital and Mobility programme), to ensure comprehensive, consistent management of the programme, and optimum coordination of the departments concerned; - regarding the PHARE and TACIS programmes, to improve coordination between those taking part, in order to ensure that the studies carried out are followed by specific action, and to conduct a systematic prior assessment before any decision is taken to renew each programme; - with respect to the programmes concerning the Mediterranean countries, to improve the allocation of its human resources, in order to optimize the conditions for implementing its programmes; - regarding the Commission's external delegations, to ensure strict compliance with Community rules on statutory and financial matters, and the establishment of an inventory of all movable property.
Dans le domaine des dépenses, le Conseil souligne la nécessité en particulier, de : - améliorer la gestion et le contrôle dans l'OCM fruits et légumes et demande une évaluation du régime d'intervention dans cette OCM au terme de la pleine application de la réforme ; - pour les Fonds structurels, réduire la concentration des paiements en fin d'exercice par une meilleure coordination entre la Commission et les Etats-membres ; - dans le domaine régional, prendre toutes les initiatives pour assurer la régularité de la procédure en matière de marchés publics, et d'appliquer rigoureusement la réglementation en matière d'environnement dans toutes les interventions financières par le budget communautaire ; - concernant la politique à l'égard des PME, utiliser une définition plus précise et réaliste de la PME et faciliter leur accès aux instruments existants ; - dans le domaine de la recherche (programme "capital humain et mobilité"), assurer une gestion cohérente et complète du programme et une coordination optimale entre les services concernés ; - concernant les programmes PHARE et TACIS, améliorer la coordination entre les intervenants, afin d'assurer que les études réalisées soient suivies d'actions concrètes, ainsi que procéder à une évaluation systématique et préalable avant toute décision de renouvellement de chaque programme ; - concernant les programmes relatifs aux pays méditerranéens, améliorer l'allocation de ses ressources humaines, afin d'optimiser les conditions de mise en oeuvre de ces programmes ; - concernant les délégations extérieures de la Commission, assurer une application stricte des réglementations communautaires en matière statutaire et financière, et l'établissement d'un inventaire de tous les biens meubles.
