Directive on the reform of the existing legislation Under this proposal, the Directives(2) currently in force would be radically amended in the following respects : - All manufacturers and distributors of veterinary medicines will be obliged to keep detailed records of all transactions involving dangerous veterinary medicines, in order to prevent any distribution of such substances through non-authorized channels. - New requirements will be set and additional guarantees will have to be provided whenever the products in question are manufactured, exported or marketed. - Manufacturers will be required to assess the potential risks presented by the release of the product into the environment (1) COM(88) 779 (2) Directives 85/851/EEC and 81/852/EEC, OJ No L 317 of 06/11/1981 - Innovations will receive greater protection in that new veterinary medicines will be protected against copies for at least ten years after they are first marketed, without prejudice to the long-term protection conferred by the granting of a patent. - Substantial improvements will be made to the "multi-state" procedure whereby the medicines authorized by one Member State are recognized in the rest of the Community.
