2. APPRAISAL OF THE SITUATION The Community's humanitarian aid system suffers from a number of shortcomings: - absence of a financial system suited to humanitarian aid: it is impossible to make predictions in this field; - scattered and differing sources of finance and legal bases covering humanitarian aid; - lack of genuine capacity on the part of the Commission to manage the implementation of its humanitarian operations, resulting from inadequate material and human resources at Commission headquarters and in the delegations to suit the tasks performed and the volume of resources which must be administered; - insufficient coordination with the Member States, non-member country donors and customary partners in the administration of aid;
