Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Conduct disorders may be an associated feature, particularly in adolescents. The European Consensus on Development of 22 December 2005 and the Council Conclusions of 14 May 2012 on ‘Increasing the impact of EU development policy: an Agenda for Change’ should provide the general policy framework to guide the programming and implementation of the 11th EDF, including the internationally agreed principles on aid effectiveness, such as the principles set out in the Paris Declaration on Aid Effectiveness (2005), the EU Code of Conduct on Division of Labour in Development Policy (2007), the EU Guidelines for the Accra Agenda for Action (2008), the EU common position, including on the EU Transparency Guarantee and other aspects of transparency and accountability, for the fourth High Level Forum on Aid Effectiveness in Busan, which resulted in, inter alia, the Busan Outcome Document (2011), the Gender Action Plan for external action (2010) and the United Nations Convention on the Rights of Persons with Disabilities to which the Union is a party.

Welcomes the above-mentioned Commission Communication of 21 December 2007 which sets out clear objectives as to how the Europa website can be turned into a service-oriented web 2.0 site; urges the Commission to complete construction of the new site as early as 2009 and believes that the new website should provide a forum for citizens to share their opinions and participate in online polls, where all NGOs, public institutions and individuals may share their experiences of their EU communication projects; calls on the Commission to collect and publish on this webpage the experiences of beneficiaries of the activities funded under Plan D;

Considers that if the technologically neutral approach based on competition between operators set out in the eEurope 2005 action plan is adopted, satellite technologies may constitute an appropriate solution for rural and outlying regions as part of an initiative covering the enlarged European Union; endorses the proposal to examine this issue at the forum on the digital divide which the Commission plans to hold in early 2004, and to encourage the launch of pilot projects to consider the various technological options, including space-based ones; considers that precise details should be given on how the Commission intends to allocate resources for the Structural Funds for this purpose;
