The United Kingdom is taking part in this [INSTRUMENT], in accordance with Article 5(1) of Protocol No 19 on the Schengen acquis integrated into the framework of the European Union, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union, and Article 8(2) of Council Decision 2000/365/EC of 29 May 2000 concerning the request of the United Kingdom of Great Britain and Northern Ireland to take part in some of the provisions of the Schengen acquis*.

Definition: A group of disorders in which anxiety is evoked only, or predominantly, in certain well-defined situations that are not currently dangerous. L. whereas the EU has had a service contract with Euronews since 2005, providing it with core funding of EUR 5 million per year to produce and broadcast a number of programmes on European affairs; whereas two other service contracts, worth EUR 5 million per year over five years, were signed in 2007 and 2009 for Euronews broadcasts in Arabic and Farsi respectively; whereas in December 2010 the EU and Euronews signed a multiannual framework partnership agreement; whereas the Commission’s financial contribution to Euronews for 2013 was established by the Commission decision of 8 May 2013 concerning the adoption of the amended 2013 work programme in the field of communication, serving as a financing decision (C(2013)2631); whereas Euronews’s estimated revenue for 2014 is made up of shareholders’ licence fees (9 %), commercial profits (49 %) and funding from the Commission and its various directorates-general (42 %);
L. considérant qu'un contrat de services lie Euronews à l'Union depuis 2005 et que cette dernière octroie un financement de base de 5 000 000 EUR par an à la chaîne afin que celle-ci produise et diffuse un certain nombre d'émissions sur les questions européennes; que deux autres contrats de services ont été signés en 2007 et en 2009 afin d'affecter pendant cinq ans une enveloppe annuelle de 5 000 000 EUR à la chaîne afin qu'elle diffuse respectivement en arabe et en farsi; qu'en décembre 2010, l'Union et Euronews ont conclu une convention-cadre de partenariat pluriannuel; que la contribution financière de la Commission à Euronews pour l'année 2013 a été fixée dans la décision de la Commission du 8 mai 2013 portant adoption du programme modifié de travail dans le domaine de la communication pour l'année 2013 et valant décision de financement (C(2013)2631); que les recettes attendues d'Euronews en 2014 proviennent pour 9 % des droits de licence des actionnaires, pour 49 % des bénéfices commerciaux et pour 42 % du financement de la Commission européenne et de ses différentes directions générales;

9. Takes the view, further to the political understanding reached at the meeting of the European Council on 11 and 12 December 2008 and following the decision of the European Council on 22 May 2013 concerning the number of Members of the European Commission, that additional measures, such as the appointment of Commissioners without portfolio or the establishment of a system of Vice-Presidents of the Commission with responsibilities over major thematic clusters and with competences to coordinate the work of the Commission in the corresponding areas, should be envisaged for the more effective functioning of the Commission, without prejudice to the right to appoint one Commissioner per Member State and to the voting right of all Commissioners;
9. considère que, compte tenu de l'accord politique conclu lors de la réunion du Conseil européen des 11 et 12 décembre 2008, et compte tenu de la décision du Conseil européen du 22 mai 2013 concernant le nombre de membres de la Commission, il y aurait lieu de prendre des mesures supplémentaires, y compris la désignation de commissaires sans portefeuille ou la mise en place d'un système de vice-présidents responsables de domaines d'action thématiques étendus et compétents pour coordonner les travaux de la Commission dans ces domaines, pour accroître l'efficacité du fonctionnement de la Commission, sans préjudice du droit de nommer un commissaire par État membre ni du droit de vote de l'ensemble des commissaires;
