As regards Iceland and Norway, this Decision constitutes a development of provisions of the Schengen acquis within the meaning of the Agreement concluded by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the latters’ association with the implementation, application and development of the Schengen acquis (4), which falls within the area referred to in Article 1, point B of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of the Agreement concluded by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the association of those two States with the implementation, application and development of the Schengen acquis (5).

Annex V, point C(2)(e), and Annex VI, point E(3)(e), to Council Regulation (EC) No 1493/1999 of 17 May 1999 on the common organisation of the market in wine (1) set the minimum natural alcoholic strength by volume for table wines and quality wines psr in zone C II which may be the subject of enrichment.

11. Deplores the Commission's continuing reluctance to act on what Parliament wants to do, which is to use the budget for financing some of its political priorities through initiatives and for testing possible further Community actions, as provided for by the Interinstitutional Agreement (IIA) of 6 May 1999; points out that 10 pilot projects and preparatory actions, out of 19 entered in the 2003 budget, have been abandoned by the Commission, and that the ones continued had a very poor implementation level by the end of September 2003;
11. regrette que la Commission refuse toujours de donner suite au souhait du Parlement d'utiliser le budget pour financer certaines de ses priorités politiques à travers des initiatives ou mettre à l'épreuve d'éventuelles nouvelles actions de la Communauté, comme le prévoit l'accord interinstitutionnel (AII) du 6 mai 1999; fait observer que 10 projets pilote et actions préparatoires sur les 19 inscrits au budget 2003 ont été abandonnés par la Commission et que ceux qui ont été poursuivis présentaient à la fin du mois de septembre 2003 un très faible taux d'exécution;

As regards the Republic of Iceland and the Kingdom of Norway, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement concluded on 18 May 1999 by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the association of those two States with the implementation, application and development of the Schengen acquis (5), which fall within the areas referred to in Article 1, points A, B, C and E of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of that Agreement (6).

20. Expects the Commission to give a positive follow-up to the pilot projects and preparatory actions entered in the Budget 2000 by 30 April 2000 and to those entered in future budgets; draws attention in this connection to paragraph 37 of the Interinstitutional Agreement of 6 May 1999; points out that those budget lines serve as a testbed for European integration and must therefore give rise to a thorough assessment and circulation of the best results with a view to the development of new programmes or measures; undertakes therefore to monitor extremely closely, with the help of its specialised committees, the work carried out by the Commission in this area so as to ensure that public funds are used in an effective manner;
20. attend de la Commission qu'elle donne des suites positives, d'ici au 30 avril 2000, aux projets pilotes et actions préparatoires inscrits dans le budget 2000 et dans les futurs budgets; attire l'attention, à ce propos, sur le point 37 de l'accord interinstitutionnel; souligne que ces lignes budgétaires constituent un laboratoire expérimental pour la construction européenne et qu'elles doivent donc donner lieu à une évaluation sérieuse et à une diffusion des meilleurs résultats en vue du développement de nouveaux programmes ou de nouvelles actions; s'engage donc à suivre avec une attention toute particulière, avec l'aide de ses commissions spécialisées, les travaux menés par la Commission dans ce domaine afin de garantir l'utilisation efficace des fonds publics;

18. Deplores the fact that the Council has rejected certain pilot projects and preparatory actions for which the appropriations were entered by Parliament in full compliance with the IIA of 6 May 1999; points out, furthermore, that, when sifting pilot projects and preparatory actions, the Council agreed to delete the measures it itself entered at first reading to assist employees of firms affected by the discontinuation of the duty-free system;
18. regrette que le Conseil ait rejeté certains projets pilotes et actions préparatoires dont les crédits ont été inscrits par le Parlement dans le total respect de l'AII du 6 mai 1999; relève par ailleurs que dans le tri effectué par le Conseil parmi les projets pilotes et actions préparatoires, ce dernier accepte de supprimer les mesures en faveurs des employés des entreprises affectées par la suppression du système hors taxes, mesures qu'il avait lui-même inscrites en 1ère lecture;

In accordance with Article 22(2) of Regulation (EC) No 1260/1999, the field for pilot projects covered by point (a) of this paragraph is extended by the decision on the contributions from the Funds to measures that can be financed under Regulation (EC) No 1261/1999 of 21 June 1999 of the European Parliament and of the Council on the Regional Development Fund(7), Regulation (EC) No 1262/1999 of 21 June 1999 of the European Parliament and of the Council on the European Social Fund(8) and Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and amending and repealing certain Regulations(9) in order to implement all the measures envisaged by the innovative actions concerned.
Conformément à l'article 22, paragraphe 2, du règlement (CE) n° 1260/1999, le champ d'application des projets pilotes relevant du premier alinéa, point a), du présent paragraphe est étendu par la décision de participation des Fonds à des mesures pouvant être financées au titre du règlement (CE) n° 1261/1999 du Parlement européen et du Conseil du 21 juin 1999 concernant le Fonds européen de développement régional(7), du règlement (CE) n° 1262/1999 du Parlement européen et du Conseil du 21 juin 1999 concernant le Fonds social européen(8) et du règlement (CE) n° 1257/1999 du Conseil du 17 mai 1999 concernant le soutien au développement rural par le Fonds européen d'orientation et de garantie agricole (FEOGA) et modifiant et abrogeant certains règlements(9) du Conseil afin de mettre en oeuvre toutes les mesures prévues par les actions innovatrices concernées.
