Emphasises in this regard the possibility of establishing permanent structured cooperation (PESCO) among Member States (Article 46(6) TEU), of entrusting CSDP instruments and military planning and conduct capabilities in particular to that group of Member States (Articles 42(5) and 44(1) TEU), and of establishing a start-up fund for preparatory activities for missions which are not charged to the Union budget (Article 41(3) TEU) and are not incorporated into the ATHENA mechanism; calls, therefore on the President of the European Council and the Vice-President / High Representative to establish the start-up fund; highlights in this context the importance of mainstreaming CSDP matters into those EU policies which have a multifaceted impact on security and defence or contribute to CSDP, such as development and human rights, industrial research and innovation, internal market, international trade and space policies and others, in order to support those Member States which are engaged in further strengthening the CSDP;

15 (1) Where, pursuant to section 8, the Minister requests samples of gas streams released into the ambient air from a secondary lead smelter and such related information as will enable the Minister to cause analysis to be made of the concentration of particulate matter in those gas streams, the owner or operator of the secondary lead smelter shall take the samples at six month intervals, in accordance with the method described in Standard Reference Methods for Source Testing: Measurement of Emissions of Particulate Matter and Lead from Secondary Lead Smelters, Department of the Environment Report EPS-1-AP-78-3 dated June 1979, as amended from time to time and shall forthwith submit the samples and related information to the Minister.

77. Calls on the Commission to improve considerably its appraisals of trade agreements, in particular the impact assessments carried out, by taking the issue of industrial competitiveness into account and carrying out ex post assessments, as well as analyses of the aggregate effect of all agreements already concluded or under negotiation; stresses the importance of the Transatlantic Trade and Investment Partnership (TTIP) undertaking for realising European reindustrialisation, growth and employment objectives, and which has the potential to simplify and increase the export of European industrial products, improve the competitiveness of industry by raising international production standards and reduce the import costs of raw and processed materials for manufacturing companies; advocates that the TTIP, as with other trade agreements, should include a chapter focused on such energy matters as those which could affect the internal market; calls on the Commission, by means of tariff dismantling, to make better market access possible in connection with services and investments, strengthen regulatory cooperation, ensure improved public procurement rules and the protection of intellectual property, and to pursue these objectives actively within competition policy and in connection with energy and commodities; stresses the need for streamlining regulations and reducing regulatory and administrative burdens as intended by the TTIP, to be implemented under the strict consideration and protection of high social and environmental standards and employee rights; underlines the fact that the eventual conclusion of the TTIP will create the prospect of a wide economic space which would in turn strengthen the EU’s relationships and serve as a multiplier for foreign direct investment (FDI) in the EU;
77. invite la Commission à améliorer considérablement son évaluation des accords commerciaux, notamment ses analyses d'impact, en tenant compte de la question de la compétitivité du secteur industriel, en réalisant des études ex post et en procédant à des analyses des effets cumulatifs de tous les accords passés ou en cours de négociation; souligne l'importance du partenariat transatlantique de commerce et d'investissement, mis en place pour parvenir à la réindustrialisation de l'Europe et à la réalisation des objectifs en matière d'emploi et de croissance et qui pourrait permettre de simplifier et d'augmenter l'exportation de produits industriels européens, d'améliorer la compétitivité de l'industrie en relevant le niveau des normes de production internationales et de réduire les frais d'importation des matières premières et transformées destinées aux entreprises de transformation; préconise que ce partenariat, comme tous les autres accords commerciaux, comporte un chapitre axé sur les questions énergétiques susceptibles d'affecter le marché intérieur; invite la Commission, au moyen du démantèlement tarifaire, à améliorer l'accès au marché des services et des investissements, à renforcer la coopération réglementaire, à veiller à l'amélioration des règles en matière de marchés publics et au renforcement de la protection des droits de propriété intellectuelle, ainsi qu'à poursuivre activement ces objectifs dans le cadre de la politique de concurrence et en tenant compte des questions liées à l'énergie et aux matières premières; souligne la nécessité de simplifier les réglementations et de réduire la charge réglementaire et administrative, à l'image de ce que vise le partenariat transatlantique, sous réserve du strict respect et de la protection de normes sociales et environnementales élevées et des droits des travailleurs; souligne que la conclusion éventuelle de ce partenariat ouvrira la voie à un vaste espace économique, qui, à son tour, pourrait renforcer les ...

26. Notes, in particular, that according to the World Bank the illegal component of this capital flight amounts to 1 000 to 1 600 billion USD each year, half of which comes from developing countries; supports the international efforts made to freeze and recover stolen assets and asks those Member States that have not done so to ratify the United Nations Convention against corruption; deplores the fact that similar efforts are not being made to combat tax evasion and calls upon the Commission and Member States to promote the global extension of the principle of the automatic exchange of tax information, to ask that the Code of Conduct on tax evasion currently being drawn up at the United Nations Economic and Social Council (UN ECOSOC) be annexed to the Doha declaration and to support the transformation of the UN Committee of Experts on International Cooperation in Tax Matters into a genuine intergovernmental body equipped with additional resources to conduct the international fight against tax evasion alongside the OECD;
