Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. Generally, if the sleep disorder is one of the major complaints and is perceived as a condition in itself, the present code should be used along with other pertinent diagnoses describing the psychopathology and pathophysiology involved in a given case. This category includes only those sleep disorders in which emotional causes are considered to be a primary factor, and which are not due to identifiable physical disorders classified elsewhere.

Mr Duff took a difficult report on a subject that was triggered by a particular case of high controversy and which remains a particular case of high controversy and where my side of the House still differs substantially in its views from many of those on the other side of the House.

I believe the discharge procedure is a very important one, which should be handled with care, as the saying goes, and I think it is reasonable for Parliament to look into the shortcomings detected in the management of public monies, of which there have been many in recent years, generally attributable, it must be said, to the Member States. This is a point to which we shall return when discussing other Court of Auditors reports.
Je crois que l'instrument de la décharge est très important. Il faut le manipuler avec précaution, comme on dit. Et je crois qu'il est normal que le Parlement enquête sur les failles, nombreuses ces dernières années, constatées dans la gestion des fonds publics, et notamment imputables, faut-il le dire, aux États membres ; on y reviendra tout à l'heure avec d'autres rapports de la Cour des comptes.

As regards this report, we cannot restrict it to the environmental impact related to CO2. It is a very important aspect of the problem but, as Mr Belder and other speakers have said, there are many other aspects, in particular the nuclear issue, which have an ecological impact and which must be dealt with.
S'agissant de ce rapport, nous ne pouvons pas le limiter aux incidences environnementales liées au CO2 C'est là un aspect très important du problème, mais comme l'ont dit M. Belder et d'autres intervenants, il y a beaucoup d'autres aspects, en particulier du nucléaire, mais pas seulement du nucléaire, qui ont des incidences écologiques et qu'il faudra donc affronter.
