In accordance with Article O of the Treaty on European Union (which specifies the procedures for enlargement), the Council has consulted the Commission on all these applications. In the case of Turkey's application, the Commission's opinion was given on 20 December 1989; the Commission's opinions on the applications from Cyprus and Malta were given on 30 June 1993.
