Having listened carefully to the testimony of representatives of Manitoba Keewatinowi Okimakanak, a group representing 47,000 members and 27 band councils, of the Métis National Council, representing more than 300 Métis communities in Canada, of the Inuit Circumpolar Conference of Canada, of the group Nunavut Tungavik Incorporation, representing the interests of the Nunavut Inuit, and of the Canadian Environmental Law Association, I believe that these associations had two reasons to reach such a conclusion.

With respect to responsibility for pollution and the terrible repercussions on aboriginal peoples in the Far North, it is interesting to note that the Manitoba Keewatinowi Okimakanak, as well as the Inuit Circumpolar Conference of Canada and the Métis National Council, identify the federal government as being responsible for this situation, along with industry and foreign countries.
