One of the problems that we face is that senators, politicians and the public, target criticisms at the bureaucracy that we are too slow, that it takes too long for us to negotiate a voluntary agreement, and that companies, because there is no concern that they might be faced with a mandatory recall, oftentimes drag these things out quite long.
