22 (1) Where it is considered necessary to do so for the purpose of conserving the available supplies of such petroleum products as have been included in a mandatory allocation program, the Governor in Council may, by order, amend the mandatory allocation program by adding any alternative fuel thereto and establishing mandatory allocation thereof.

29 (1) Where the Governor in Council considers that the available supplies of a controlled product are or are likely to be in such short supply as to cause the mandatory allocation program to fail unless additional measures are taken, the Governor in Council may order the Board to extend the mandatory allocation program in respect of that controlled product by converting it into a program requiring that the purchase and sale of the controlled product at any or all levels, including the level of the final consumer or user, be made in such quantities, by such persons and for such uses as may be authorized by the Board on documentary evidence issued by the Board.

(3) A mandatory allocation program may be extended beyond its termination date, from time to time, by an order made by the Governor in Council for that purpose but that order shall not extend a mandatory allocation program for any one period in excess of twelve months.

(20) In order to take technological progress and the development of markets affected by this Regulation into account, and to ensure compliance with international agreements, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission with regard to the following: specifying requirements for standard leakage checks; extending the list of equipment subject to mandatory recovery of fluorinated greenhouse gases; specifying minimum requirements and the conditions for the mutual recognition of training programmes for persons who install, maintain, repair or decommission the equipment and who check leaks and recover fluorinated greenhouse gases, and for the certification of those persons and of companies that perform such tasks; amending labelling requirements; prohibiting the placing on the market of more products and equipment that contain or rely on fluorinated greenhouse gases; amending the maximum quantities of hydrofluorocarbons that may be placed on the market and exempting the supply of hydrofluorocarbons for specific critical uses from the quota requirement for health and safety reasons; determining the rules for recalculating reference values for the placing on the market of hydrofluorocarbons by individual undertakings and amending or supplementing the mechanism for the allocation of quotas; revising the thresholds for reporting requirements; establishing requirements for the reporting systems on emissions of fluorinated greenhouse gases and the use of the data on emissions collected by the Member States; including other substances with a significant global warming potential in the lists of substances covered by this Regulation and updating the lists on the basis of new scientific findings, in particular the global warming potential of the substances listed in the annexes to the Regulation.
(20) Afin de tenir compte du progrès technique et de l'évolution des marchés concernés par le présent règlement, et pour garantir le respect des accords internationaux, le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne devrait être délégué à la Commission pour les aspects suivants: définition des exigences applicables aux contrôles d'étanchéité standard; allongement de la liste des équipements devant obligatoirement faire l'objet d'une récupération des gaz à effet de serre fluorés; définition des prescriptions minimales ainsi que des conditions requises pour la reconnaissance mutuelle des programmes de formation à l'intention des personnes qui assurent l'installation, l'entretien, la réparation ou la mise hors service des équipements, qui procèdent aux contrôles d'étanchéité et récupèrent les gaz à effet de serre fluorés, ainsi que pour la certification de ces personnes et des entreprises qui exécutent ces tâches; modification des exigences en matière d'étiquetage; interdiction de la mise sur le marché de nouveaux produits et équipements qui contiennent des gaz à effet de serre fluorés ou qui en sont tributaires; modification des quantités maximales d'hydrocarbures fluorés pouvant être mises sur le marché et exemption du contingentement pour la fourniture d'hydrocarbures fluorés destinés à certaines utilisations critiques, pour des raisons de santé et de sécurité; définition des règles à appliquer pour recalculer les valeurs de référence pour la mise sur le marché d'hydrocarbures fluorés par chaque entreprise, et modification ou développement du mécanisme d'allocation de quotas; révision des seuils déclenchant l'obligation de notification; définition des exigences applicables aux systèmes de notification concernant les émissions de gaz à effet de serre fluorés et à l'utilisation des données relatives aux émissions collectées par les États membres; ajout d'autres substances à haut potentiel de r ...
