To address this situation, the Joint Communication on the Central Mediterranean Route, 'Managing flows, Saving Lives' (25 January 2017) and the Malta Declaration of 3 February 2017 outlined a number of measures as part of a comprehensive strategy to strengthen the EU's work along this route with a particular focus on Libya.
Pour y parvenir, la communication conjointe sur la route de la Méditerranée centrale intitulée «Gérer les flux migratoires, sauver des vies» (25 janvier 2017) et la déclaration de Malte du 3 février 2017 ont décrit plusieurs mesures s'inscrivant dans une stratégie globale visant à renforcer le travail de l'UE le long de cette route, en mettant particulièrement l'accent sur la Libye.

To address the situation along the Central Mediterranean Route, the European Union has put in place a comprehensive set of measures in line with the Joint Communication on the Central Mediterranean Route, 'Managing flows, Saving Lives' (25 January 2017) and the Malta Declaration (3 February 2017).
Afin de faire face à la situation le long de la route de la Méditerranée centrale, l'Union européenne a mis en place un vaste ensemble de mesures conformément à la communication conjointe intitulée «La migration le long de la route de la Méditerranée centrale – Gérer les flux migratoires, sauver des vies» (25 janvier 2017) et à la déclaration de Malte (3 février 2017).

The programme addresses the priorities set out by the European Commission in its Joint Communication "Migration on the Central Mediterranean Route: Managing flows, saving lives" (25 January 2017), confirmed and further developed by the Heads of State or Government in the Malta Declaration of 3 February 2017.

Reducing the number of crossings and saving lives by enhancing ongoing support, including through EUNAVFOR Operation Sophia, to the Libyan Coast Guard and Navy, including through expanding the training activities through an immediate €1 million addition to the Seahorse programme and a grant of €2.2 million under the Regional Development and Protection Programme in North Africa and establishing a Maritime Rescue Coordination Centre; Stepping up the fight against smugglers and traffickers by ensuring an operational 'Seahorse Mediterranean' Network by Spring 2017 to strengthen the border authorities of North African countries and allow better operational cooperation amongst them; Protecting migrants, increasing resettlement and promoting assisted voluntary returns, by supporting UNHCR work with the Libyan authorities to address the situation of persons in need of international protection, supporting IOM in improving the situation of migrants in Libya and expanding its assisted voluntary returns programme from Libya to countries of origin; Managing migrant flows through the southern Libyan border by deploying the full range of EU missions and projects to support the Libyan authorities in border management and migrant protection, promoting dialogue between Libya and its neighbours and maintaining the momentum of results with Niger under the Partnership Framework; Increasing dialogue and operational cooperation with partners in North Africa on migration management; Stepping up funding from the EU Trust Fund for Africa by mobilising €200 million for projects in 2017 to support actions such as training and equipping the Libyan Coast Guard, improving the conditions for migrants and stepping up assisted voluntary returns.

78. Emphasises once again that accelerating the implementation of the Single European Sky should be taken forward as one of the key priorities, since development of the new‑generation European air traffic management system (SESAR) and the Clean Sky initiative is essential in order to ensure considerable economic and environmental savings through greater air transport efficiency and to avoid increased congestion with ever heavier air traffic flows and outdated technologies; expresses its concern at the delays in the creation of Functional Airspace Blocks (FABs) across Europe and stresses the need for political action to press ahead with FABs; calls for increased use of regional airports to be encouraged, along with the creation of additional airport capacity, such as runways, in order for the EU to remain globally competitive;

Parts One and Three of this Regulation shall apply to expenditure effected by the authorities and bodies referred to in the Regulation (EC) No 1290/2005 on European Agricultural Fund for Rural Development, Regulation (EC) No 1080/2006 of the European Parliament and of the Council on the European Regional Development Fund, Regulation (EC) No 1081/2006 of the European Parliament and of the Council on the European Social Fund, Council Regulation (EC) No 1084/2006 on the Cohesion Fund, Council Regulation (EC) No 1198/2006 on the European Fisheries Fund, and funds in the area of Freedom, Security and Justice, including the Funds under the ‘Solidarity and Management of Migration Flows’ Programme, managed in shared management pursuant to Article 56 of this Regulation, (hereinafter the ‘Funds’), and to their revenue, save as otherwise provided in this Title.

Les dispositions de la première et de la troisième parties du présent règlement s'appliquent aux dépenses effectuées par les services et les organismes visés par le règlement (CE) n° 1290/2005 relatif au Fonds européen agricole pour le développement rural, le règlement (CE) n° 1080/2006 du Parlement européen et du Conseil relatif au Fonds européen de développement régional, le règlement (CE) n° 1081/2006 du Parlement européen et du Conseil relatif au Fonds social européen, le règlement (CE) n° 1084/2006 du Conseil relatif au Fonds de cohésion et le règlement (CE) n° 1198/2006 du Conseil relatif au Fonds européen pour la pêche, et aux Fonds dans le domaine de la liberté, de la sécurité et de la justice, y compris les fonds relevant du programme «Solidarité et gestion des flux migratoires», qui font l'objet d'une gestion partagée en vertu de l'article 56 du présent règlement, (ci-après dénommés «les Fonds»), ainsi qu'à leurs recettes, sous réserve des dérogations prévues au présent titre.

80. Recalls that asylum is a fundamental right which must be safeguarded, while avoiding any confusion with the concept of illegal immigration; notes with concern, however, that, owing to the fact that this option is not always used properly and to frequent abuses, there is a tendency to consider the issue of asylum as a problem relating to the management of migration flows, and hopes that, through the proper application of this status, the main concern of governments will not be merely to achieve budgetary savings in this field;
80. rappelle que l'asile revêt un caractère de droit fondamental qu'il s'agit de préserver, en évitant toute confusion avec la notion d'immigration illégale; constate pourtant avec inquiétude, et ce en raison du recours parfois incorrect à ce statut et de multiples tentatives d'abus qui se vérifient constamment, que la question de l'asile a tendance à être assimilée à un problème de gestion des flux migratoires et espère que, grâce à une application correcte de ce statut, la préoccupation centrale des gouvernements ne sera pas uniquement de parvenir à des économies budgétaires en ce domaine;

I believe, Madam Commissioner, ladies and gentlemen, that Parliament’s amendments have no other purpose than to temporarily slow down a saving that, to a large extent, is of a transitory nature for the Member States and does not aim to hinder the management of financial flows in Member States, but to remedy a situation that is neither politically nor financially reasonable.
Les amendements du Parlement, Madame la Commissaire, chers collègues, ne visent selon moi qu'à retarder momentanément une épargne qui est en grande partie de nature temporaire pour les États membres ; ils ne cherchent pas à empêcher la gestion des flux financiers des États mais à remédier à une situation qui n'est ni politiquement ni financièrement raisonnable.
