Recalls the investigations conducted on the basis of petitions related to the consequences of failed implementation of the Waste Framework Directive throughout the parliamentary term, and the adoption of the relevant report; recalls the recommendations concerning the lack of proper decision-making as regards landfills and the effect of this on local populations; stresses that the situation is far from having been resolved , given the petitions that have been considered subsequently, particularly in relation to the persistence of toxic fires caused by heavily pollutant industrial waste in some areas of Campania, and to the lack of transparency regarding plans and institutional management in Lazio over the last months, following the scheduled closure of the Malagrotta landfill, which is currently the subject of high-level judicial inquiries; recalls the intensive fact-finding visit to Greece conducted in the autumn of 2013 on this subject which has drawn attention to the shortcomings in the application of the relevant waste-related directives, the lack of progress in waste management as regards plans and systems high up in the waste hierarchy, as well as to the impact on the health of populations in certain areas of Greece; notes that several other petitions on waste management deficiencies have been recently submitted concerning other Member States, particularly in the Valencia region of Spain and in the UK;
14. rappelle que des enquêtes ont été menées, tout au long de la législature, sur la base de pétitions concernant les conséquences d'une mise en application incorrecte de la directive-cadre sur les déchets, et qu'un rapport a été élaboré à ce sujet; rappelle les recommandations visant à remédier à l'absence de véritable processus de décision concernant les décharges et leurs incidences sur les populations locales; souligne que la situation est loin d'être revenue à la normale, compte tenu notamment des pétitions qui ont été ensuite examinées concernant la persistance d'incendies toxiques, causés par des déchets industriels hautement polluants, survenus dans certaines zones de Campanie, et des pétitions concernant le manque de transparence, dans le Latium, des plans et de la gestion institutionnelle des derniers mois après la clôture prévue de la décharge de Malagrotta, qui fait aujourd'hui l'objet d'enquêtes judiciaires de haut niveau; rappelle également la mission d'information intensive menée en Grèce, à l'automne 2013, sur ce même sujet, dont les conclusions ont attiré l'attention sur les lacunes considérables dans la transposition des directives pertinentes en matière de déchets, sur l'absence de progrès dans la gestion des déchets en ce qui concerne les plans et les systèmes au sommet de la hiérarchie des déchets, ainsi que sur les lourdes conséquences sur la santé de la population dans certaines régions grecques; relève que plusieurs autres pétitions sur les lacunes de la gestion des déchets ont récemment été présentées concernant d'autres États membres, en particulier l'Espagne (région de Valence) et le Royaume-Uni;

11. Observes that the environment remains another key subject of petitions, giving evidence that public authorities in the Member States repeatedly fail to ensure the preservation of biodiversity, natural resources and ecosystems, and that the highest standards of public health are guaranteed; points, in particular, to the numerous petitions submitted on waste management, on water, on the possible dangers of nuclear energy and genetic engineering, on protected species, and on the assessment of the impact of projects and activities on the environment and on public health, such as shale gas extraction by means of fracking; urges the Commission to strengthen the environmental legislative framework on the environment and combating climate change and, specifically, its correct implementation; regrets that some Member States, despite their efforts, have not been able to find sustainable solutions for problems related to waste management;

31. Points out the need to bring greater transparency to the management of petitions: internally by giving Members direct access to petition files via the E-petition application, by simplifying the internal procedure and by close cooperation between the members, the Chair and the secretariat of the Committee on Petitions, and externally by establishing an interactive Web portal for petitioners; considers, moreover, that Members should have access in the e-Petition application to petitions from petitioners who have requested anonymity;

WHEREAS Queen's Theological College has by its petition prayed that its Act of incorporation, being chapter 139 of the Statutes of Canada, 1912, be amended in order to effect certain changes in the composition and role of the Board of Management of Queen's Theological College, in the representation of the College at the Senate of Queen's University at Kingston and to make such other technical or incidental changes to the Act; AND WHEREAS it is expedient to grant the prayer of the petition;
