In particular, while the important and wide ranging impacts of urban transport and its strong economic and social links require the development of a specific and detailed sustainable urban transport plan, this plan would necessarily play a key role in the overall environmental management plan proposed in section 2.1.3, and would need to be fully compatible with it.
