The Schroedter report supported the Commission on several points: the need to maintain a cohesion policy based on strength, solidarity and partnership to cope with enlargement and persistent inequalities within the Union; not to drop below 0.45% of Union GDP so as not to call into question the credibility of cohesion policy; the need to adapt cohesion policy to the conditions which will prevail in an enlarged Union; the need to promote sustainable development, territorial cohesion in Europe and improve the polycentric, harmonious and balanced development of the Union, in accordance with the guidelines of the ESDP; support for areas with specific handicaps (with a special mention of the outermost regions); greater cross-border cooperation; opposition to any renationalisation of cohesion policy; the importance of partnership and the need to reflect on tripartite contracts with the regions and the Member States.

- Furthermore, parties might wish to consider the establishment of cross-sectoral cooperation regarding maritime governance matters covering a wide range of maritime aspects, from transport, fisheries, maritime research, the protection of the marine environment and the sustainable exploitation of natural resources, to relevant planning, governance and law enforcement.

The Commission will: (29) Use its structured dialogue with leading international and European sport organisations and other sport stakeholders to encourage them and their members to participate in the Eco Management Audit Scheme (EMAS) and Community Eco-Label Award schemes, and promote these voluntary schemes during major sport events; (30) Promote green procurement in its political dialogue with Member States and other concerned parties; (31) Raise awareness, through guidance developed in cooperation with relevant stakeholders (policy makers, SMEs, local communities), about the need to work together in partnership at the regional level to organise sport events in a sustainable way; (32) Take sport into account as part of the "Information and Communication" component of the new LIFE+ programme.

The EURES axis, which shall support activities carried out by EURES, namely, the specialist services designated by the EEA states and the Swiss Confederation, together with social partners, other employment service providers and other interested parties, to develop information exchanges and dissemination and other forms of cooperation, such as cross-border partnerships, to promote voluntary geographical mobility for workers on a fair basis and to contribute to a high level of quality and sustainable employment.
