TRADUCTIONS EN CONTEXTE

45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;
45. estime que, aux fins du commerce international et du transport des hydrocarbures dans la région, il est essentiel de développer les ports de l'Union européenne situés sur les rives de la mer Noire, y compris les terminaux pétroliers et gaziers et les dispositifs de transport intermodal; estime qu'il est nécessaire de moderniser les infrastructures de la région de la mer Noire et d'assurer les liaisons avec les couloirs de transport européens; engage la Commission et les États membres à accélérer la réalisation des projets prioritaires de transport transeuropéen sur les axes 7, 18, 21 et 22, visés à l'annexe II de la décision n° 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, et leur intégration progressive au couloir TRACECA, à l'axe central, à l'axe du sud-est et aux autoroutes de la mer, tels que définis dans la communication de la Commission au Conseil et au Parlement européen intitulée «Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins» (COM(2007)0032) ainsi que des couloirs européens de transport n° 8 et 9;

Also, in order to tackle the difficulties identified during major trans-European network projects and given that lack of financing was not always the only reason for delays, the European Union has been experimenting with the method of coordinators.

Considers that, for the purpose of international trade and the transport of hydrocarbons in the region, it is essential to develop EU Black Sea and maritime Danube port infrastructures and intermodal transport arrangements and calls on the Commission and the Member States to accelerate the realisation of priority trans-European transport projects along axes 7, 18, 21 and 22 referred to in Annex II of Decision 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive integration with TRACECA, the central axis, the south-east axis and the international maritime transport connections referred to in the Commission communication to the Council and European Parliament 'Extension of the major trans-European transport axes to the neighbouring countries - Guidelines for transport in Europe and neighbouring regions (COM(2007)0032);
4. estime que le développement des infrastructures portuaires de l'UE situées sur la mer Noire et le Danube maritime et le renforcement de la co-modalité des différents modes de transport sont essentiels pour le commerce international et le transport d'hydrocarbures, et invite la Commission et les États membres à accélérer la réalisation des axes 7, 18, 21 et 22 des projets prioritaires du réseau transeuropéen de transport énumérés à l'annexe II de la décision n 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, ainsi que leur intégration progressive dans le programme TRACECA (transport corridor Europe Caucasus-Central-Asia), avec l'axe central, l'axe sud-est et les routes maritimes pour le transport international définis dans la communication de la Commission au Conseil et au Parlement européen intitulée "Extension des grands axes transeuropéens de transport aux pays voisins - lignes directrices concernant les transports en Europe et dans les pays voisins"(COM(2007)0032);

41. Welcomes the Report of the above-mentioned High-Level Group on Transport, entitled "Network for Peace and Development", and the Communication from the Commission entitled "Extension of the major trans-European transport axes to the neighbouring countries" (COM(2007)0032); reiterates its support for the creation of new infrastructure and viable transport corridors diversifying both suppliers and routes, such as the Trans-Caspian/trans-Black Sea energy corridor and the Nabucco pipeline, as well as the INOGATE and TRACECA projects connecting the Black Sea and Caspian Sea regions;
41. se félicite du rapport, présenté en novembre 2005 par le groupe de haut niveau sur les transports précité, intitulé "Réseau pour la paix et le développement" et de la communication de la Commission intitulée "Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins" (COM(2007)0032); réaffirme son soutien à la création de nouvelles infrastructures et de corridors de transport viables qui diversifient à la fois les fournisseurs et les itinéraires, tels que le corridor énergétique transcaspien-trans-mer Noire et le gazoduc Nabucco, ainsi que les projets INOGATE (Interstate Oil and Gas Transport to Europe) et TRACECA reliant les régions de la mer Noire et de la mer Caspienne;

40. Welcomes the Report of the High-Level Group and the Communication from the Commission on the extension of the major trans-European transport axes to the neighbouring countries; reiterates its support for the creation of new infrastructure and viable transport corridors diversifying both suppliers and routes, such as the trans-Caspian/trans-Black Sea energy corridor and the Nabucco pipeline, as well as the INOGATE and TRACECA projects connecting the Black Sea and Caspian Sea regions;

To implement the concept of European Neighbourhood Policy into the transport field and to find ways to better connect the EU with its neighbours, the European Commission established in 2004[6] the High Level Group on the Extension of the major trans-European transport axes to the neighbouring countries and regions , chaired by former Commission Vice-President Loyola de Palacio.
