As part of the process of modernising public administration in Europe, European Union ministers have agreed a law which aims to facilitate and encourage the use of e-invoices for public procurement contracts, particularly for companies working on contracts in another EU country.

The proposal is in line with the Commission's Better Regulation Policy, the Lisbon Strategy and the EU's Sustainable Development strategy. The emphasis is on simplifying the regulatory process, thus reducing the administrative burden and improving the competitiveness of the European food industry, while ensuring the safety of food, maintaining high level of public health protection and taking global aspects into consideration. There is an ongoing exercise on the measurement of administrative costs from the horizontal labelling provisions, the outcome of which could provide relevant information.
La proposition s’inscrit dans l’action «Mieux légiférer» de la Commission, dans la stratégie de Lisbonne ainsi que dans la stratégie de l’UE en faveur du développement durable. L’accent mis sur la simplification du processus réglementaire permet de réduire la charge administrative et d’améliorer la compétitivité du secteur alimentaire européen tout en garantissant la sécurité des denrées alimentaires, en maintenant un niveau élevé de protection de la santé publique et en tenant compte d’aspects globaux. Des informations pertinentes pourraient être disponibles à l'issue d’une action actuellement en cours, qui vise à mesurer les coûts administratifs engendrés par les dispositions horizontales sur l'étiquetage.

Without prejudice to the first subparagraph, competent national authorities may establish the global process of porting of numbers, taking into account national provisions on contracts, technical feasibility and the need to maintain continuity of service to the subscriber.
