The opening up of distinct segments of the addressed mail market in some Member States seems to have been more important for the development of competition as it opened up bigger shares of the postal market to competitors, for example, the liberalization of direct mail in the Netherlands, the so called "D licence" in Germany (allowing competitors to provide value-added next day delivery services until full market opening) and the liberalization of hybrid mail in Bulgaria.
L’ouverture de segments distincts du marché du courrier adressé dans certains États membres semble avoir été plus importante pour le développement de la concurrence parce qu’elle a ouvert de plus grandes parts du marché postal aux concurrents, par exemple la libéralisation du publipostage aux Pays-Bas, la licence dite «licence D» en Allemagne (permettant aux concurrents d’assurer des «services à valeur ajoutée de distribution le jour suivant» jusqu’à l’ouverture complète du marché) et la libéralisation du courrier hybride en Bulgarie.
