Senator Grafstein: Focussing on the idea of a Magadan special economic zone - that is its name, and we have seen that in two or three other regions of Russia in terms of testimony today - is this a way, at least from a Canadian policy standpoint, to present a bilateral set of agreements with Russia whereby if in fact these are established, they are truly special economic zones in the sense that they end up being true incentives to investment by cutting administrative problems and so on.
