I had urged that in the instance of a government initiative, obviously government ministers have ready access to Her Majesty's prerogative; but in the instance of backbenchers, I had suggested or urged that the backbencher — in this instance, Senator Lynch-Staunton — consider the possibility of moving a motion on the floor of the chamber for an address to Her Majesty seeking that consent.

In the 2 Session of the 36 Parliament, Senator Lynch-Staunton reintroduced the bill as S-7; that bill was identical to Bill S-26, and virtually identical to Bill S-15 as amended by the Standing Senate Committee on Legal and Constitutional Affairs (2) On 7 February 2001, at the beginning of the 1 Session, 37 Parliament, Senator Lynch-Staunton introduced Bill S-13.

To follow further on Senator Stanbury's point, it is known that Senator Lynch-Staunton filed an affidavit last week in court swearing that senators needed certain documents in order to properly consider Bill C-28, but today he is proposing that senators not be allowed to consider the bill.
