Is aware that the KAD project is a significant undertaking for Parliament which aims to rationalise Parliament's administration in Luxembourg to obtain synergies; recognises the efforts to communicate the state-of-play of the KAD building to the Committee on Budgets and requests that this communication continues throughout the duration of the project; notes that adaptations and downsizing have been achieved, following the requests of the Committee on Budgets, and therefore welcomes the fact that, following the second Call for Tender, the KAD project will most likely remain under and, in any case, not exceed the predetermined financial framework; notes that due to construction of the KAD building, the total payments per year in future would be lower than rent expenses of comparable property;

Notes that, in 2010, there were 33 200 missions (official trips) representing a total of 98 629 mission days, most of them involving travel between Parliament's three places of work; reiterates the need to avoid unnecessary missions between the three working places and the costs they entail with more systematic and documentary justifications and better monitoring; requests that the Secretary General report, as part of the discharge procedure, on any savings made as a result of further rationalisation and on further initiatives that have been taken or that are in preparation leading to fewer missions; is further of the opinion that, in general, no committee meeting should take place in Strasbourg with the exception of those committees of which the agenda is directly linked to the reports or discussions on that week's part session's agenda; encourages the Court of Auditors to further analyse the existing mission procedures and to provide recommendations in order to improve their efficiency; asks the Secretary-General specifically to review the posts based outside of Brussels, particularly for those staff members who undertake repeated missions to Brussels, to ascertain if they need to be relocated; suggests that the agreement with the Luxembourg authorities, which fixes the number of Parliament staff based in Luxembourg without regard to any evolving needs of Parliament, may need to be revised;

Is aware that the KAD project is a significant undertaking for Parliament which aims to rationalise Parliament's administration in Luxembourg to obtain synergies; is concerned that further project delays could lead to significant extra costs; calls therefore for updated information specifying the timetable of the project until its completion (planned for 2017 at the latest) the evolution of the estimated cost of the KAD I and KAD II project since 2008 compared to original estimates, the progress of work on the project and any unexpected new developments to be communicated to the Committee on Budgets as soon as possible; believes that the creation of any new posts specific to the project should strike the right balance between posts limited to the project duration and those foreseen on a permanent basis; furthermore highlights the need to take into account changes and insists on being consulted before any decision is taken on increased financing of the project and on creating new posts;
20. a conscience que le projet KAD est un projet de grande envergure pour le Parlement et qu'il est destiné à rationaliser l'administration du Parlement à Luxembourg afin de dégager des synergies; craint que tout nouveau retard dans le projet n'entraîne des frais supplémentaires importants; demande dès lors que soient communiquées à la commission des budgets, dans les meilleurs délais, des informations actualisées précisant le calendrier du projet jusqu'à son achèvement (prévu pour 2017 au plus tard), l'évolution du coût estimé du projet KAD I et KAD II depuis 2008 par rapport aux estimations de départ ainsi que l'état d'avancement des travaux du projet, et demande que la commission des budgets soit informée dès que possible de tout nouvel imprévu; est d'avis que, si de nouveaux postes sont créés spécifiquement pour ce projet, ils devraient respecter un juste équilibre entre les postes limités à la durée du projet et les postes destinés à être permanents; souligne par ailleurs qu'il est nécessaire de tenir compte des modifications et tient à être consulté avant que toute décision de révision du financement du projet à la hausse ou de création de nouveaux postes ne soit prise;

11. Within the framework of the open coordination strategy initiated by the Luxembourg process and while observing the subsidiarity principle, urges appropriate action by the Member States to put into practice Council Directive 94/45/EC of 22 September 1994 on the establishment of a European Works Council or a procedure in Community-scale undertakings and Community-scale groups of undertakings for the purposes of informing and consulting employees and update the basic legislative framework, guaranteeing the legislative support needed to develop bargaining on flexibility within agreed limits, working hours policy policy (reduction and reorganisation of working hours; reduction of overtime; overtime compensation and stored overtime credit systems; training leave and parental leave) and the development and regulation of new forms of employment;
11. dans le cadre de la stratégie de coordination ouverte engagée par le processus de Luxembourg et dans le respect du principe de subsidiarité, invite les États membres à prendre des mesures appropriées afin d'appliquer la directive 94/45/CE du Conseil, du 22 septembre 1994, concernant l'institution d'un comité d'entreprise européen ou d'une procédure dans les entreprises de dimension communautaire et les groupes d'entreprises de dimension communautaire en vue d'informer et de consulter les travailleurs et d'actualiser le cadre législatif de référence et d'offrir la base juridique requise pour les discussions sur la flexibilité négociée, les politiques relatives au temps de travail (réduction et réorganisation du temps de travail, réduction des heures supplémentaires; compensation des heures supplémentaires et système de crédits des heures supplémentaires accumulées; congé de formation et congé parental) et l'évolution et la réglementation des formes de travail atypiques;
