The Luxembourg Presidency intends to put every possible measure in place to ensure that during its meeting on 23 and 24 May, the Council will be in a position to outline the core elements of its renewed commitments. Essentially, these commitments will aim to, firstly, lay down new intermediate objectives for increasing public aid budgets by the year 2010, whether individual or regarding the Union as a whole, in an effort to reach a global figure of 0.7% of GDP by 2015. Secondly, they will aim to speed up reforms to improve the quality of aid, and thirdly, to reconsider the way in which the European Union, through its own model of sustainable development – by its internal and external policies – can influence development conditions.
La Présidence luxembourgeoise a l’intention de tout mettre en œuvre pour que le Conseil soit en mesure, lors de sa session des 23 et 24 mai prochains, de définir les grandes lignes de ses engagements renouvelés qui viseront pour l’essentiel, premièrement, à fixer de nouveaux objectifs intermédiaires d’accroissement des budgets d’aide publique à l’horizon 2010, individuels et relatifs à l’Union dans son ensemble, en vue de parvenir à un effort global de 0,7% du revenu national brut en 2015; deuxièmement, à accélérer les réformes pour améliorer la qualité de l’aide; troisièmement, à reconsidérer la manière dont l’Union européenne, à travers son propre modèle de développement durable, par ses politiques internes et externes, peut influencer les conditions du développement.

I should like to ask you, Mr President, if the Luxembourg Presidency intends to continue, from now until the final decision, to devote the same amount of care and attention that it has thus far devoted to this issue, and, thus, if this level of commitment is to be kept up.

In the light of the discussions and also taking into account work done under the Luxembourg Presidency, the Presidency intends to draw up a revised draft text covering the whole Framework Programme proposal as a basis for future work with a view to enabling the Council to reach a partial general approach at its session on 28/29 November.

The Council took note of the technical progress made during Luxembourg's Presidency and noted that the future United Kingdom Presidency intended to press ahead with work so that a decision could be taken on the proposals for a Directive and Decision on Community measures to combat avian influenza, submitted at the beginning of May 2005, as soon as the European Parliament's opinion was received (8630/05).
