The European Union cannot, however, be wholly satisfied with the results of the Lomé Convention.

The Commission proposes that the EU and the Member States decide to terminate the current consultations and notify the Togolese authorities that: cooperation cannot be resumed in the present situation but the EU will do its utmost not to penalise civil society, carrying out activities directly benefiting the people; the EU will help promote compliance with the essential elements of Article 5 of the Lomé Convention; political dialogue will continue; the Union reserves the right to review its decision in the light of future developments.
La Commission propose que la l'UE et les Etats membres décident de mettre fin aux consultations en cours et de communiquer aux autorités togolaises que la coopération avec le Gouvernement togolais, à la lumière de la situation actuelle, ne peut pas reprendre mais que l'UE évitera dans la mesure du possible de pénaliser la société civile, en mettant en oeuvre des actions bénéficiant directement la population; que l'UE contribuera à promouvoir une situation de respect des éléments essentiels de l'article 5 de la Convention de Lomé; que le dialogue avec les autorités togolaises se poursuit au plan politique; que l'UE, en fonction de l'évolution de la situation, se réserve la possibilité de réviser sa décision.

Although it may not be the best agreement imaginable, Lomé IV probably constitutes the best agreement that we could have reached in the circumstances and it certainly represents significant progress in a number of fields by comparison with Lomé III. The second point that has been made is the wise reminder that the Lomé Convention cannot alone deal with all the difficulties. Firstly, certain areas, such as, for example, the debt burden or raw materials, extend well beyond the, necessarily limited, framework of ACP-EEC cooperation.
Sans être le meilleur accord concevable, Lomé IV constitue probablement le meilleur accord auquel il nous était possible d'aboutir compte tenu des circonstances, et certainement un progrès significatif dans de nombreux domaines par rapport à Lomé III. La deuxième considération rappelle à bon escient que la Convention de Lomé ne peut, à elle seule, faire face à toutes les difficultés : d'une part, certains domaines, comme par exemple l'endettement ou les matières premières, dépassent largement le cadre, nécessairement réduit, de la coopération ACP-CEE.

We have said in this Assembly that the Lomé Convention cannot hope to cope with all the difficulties facing the ACP States.
