Underlines the importance of the decentralisation process in improving the functioning of the state by bringing it closer to the citizens, while at the same time respecting their right to provincial autonomy and local self-government; in this context, welcomes the adoption of the Law on National Minority Councils, which regulates the competences and the election of national minority councils in a way that is in line with international standards; recognises the progress in the implementation of the November 2006 Constitution through the adoption of the Statute and the Law on the competencies of Vojvodina; calls for the process of devolution of power to be continued by the adoption of the Law on public incomes and by the Law on the public property of Vojvodina and local municipalities, which will allow Vojvodina to start wielding authority under the new Statute; moreover, calls for further political efforts to address the aspirations of the Albanian minority in Preševo valley to local administration by swift provision of appropriate funds to be distributed in consultation with the Coordination Body for the Municipalities of Preševo, Bujanovac and Medvedja; at the same time, stresses the key responsibility of the representatives of the Albanian minority and urges them to discourage strident nationalistic and secessionist rhetoric, which is in sharp contrast to basic European values; equally, underlines the importance of integration of Serbs into these local government bodies;
23. souligne l'importance du processus de décentralisation à l'égard de l'amélioration du fonctionnement de l'État dans la mesure où il rapproche ce dernier des citoyens, tout en respectant leur droit à l'autonomie provinciale et locale; salue, dans ce contexte, l'adoption de la loi sur les conseils nationaux des minorités, qui régit les compétences et l'élection de ces conseils en conformité avec les normes internationales; reconnaît les progrès réalisés dans la mise en œuvre de la Constitution de novembre 2006, grâce à l'adoption du statut d'autonomie et de la loi sur les compétences de la Voïvodine; appelle à la poursuite du processus de décentralisation au moyen de l'adoption de la loi sur les recettes publiques et de la loi sur la propriété publique de la Voïvodine et des municipalités locales, qui permettront à cette dernière de commencer à exercer les compétences que lui octroie son nouveau statut d'autonomie; appelle, par ailleurs, à davantage d'efforts politiques pour répondre aux aspirations de la minorité albanaise de la vallée de Preševo à une autonomie locale en mettant rapidement à sa disposition des fonds suffisants, qui seront distribués en concertation avec l'organe de coordination entre les municipalités de Preševo, Bujanovac et Medvedja; souligne, en même temps, la responsabilité capitale des représentants de la minorité albanaise et leur demande instamment de décourager la rhétorique nationaliste et sécessionniste agressive, en porte-à-faux avec les valeurs européennes fondamentales; souligne également l'importance de l'intégration des Serbes dans ces administrations locales;
