(28) In order to ensure quality, traceability and compliance with this Regulation and adaptation to technical developments, the power to adopt certain acts should be delegated to the Commission in respect of establishing rules amending or supplementing the specific livestock production rules as regards the origin of animals, livestock housing, including minimum surface areas indoors and outdoors and the maximum number of animals per hectare, husbandry practices, breeding, feed and feeding, disease prevention and veterinary treatment.

La forte augmentation du cheptel d'animaux de rente et de la densité d'occupation dans certaines régions de l'Union européenne ainsi que l'intensification des mouvements d'animaux et des échanges dans l'UE et avec les pays tiers au cours des dernières décennies a accru les risques de contamination d'importantes populations animales dans l'Union et de pertes également élevées pour l'économie et alourdi les coûts supportés par l'État en raison des mesures de surveillance et de lutte contre les épizooties qu'il faut prendre ainsi que des indemnités octroyées.

(8) Traditional livestock farming activities should be supported in order to meet local consumption needs of the FOD. To that end, derogations are needed from some of the provisions of the common market organisations which restrict production, to take account of the development and particular conditions of local production, which are quite different from those in the rest of the Community. This objective may also be pursued indirectly by financing genetic improvement programmes involving the purchase of pure-bred breeding animals, by purchasing commercial breeds more suited to local conditions, by supplementing the suckler cow premium and the slaughter premium and, where appropriate, by making it possible to import from third countries male bovine animals intended for fattening under certain conditions, as well as by derogating from the import conditions for animals and foodstuffs of animal origin.
(8) Il convient de soutenir les activités traditionnelles en matière d'élevage afin de satisfaire les besoins de la consommation locale des DOM; à cette fin, il convient de déroger à certaines dispositions des organisations communes de marchés en matière de limitation de la production pour tenir compte de l'état de développement et des conditions de production locales particulières et tout à fait différentes du reste de la Communauté; cet objectif peut être poursuivi, de façon complémentaire, par le financement de programmes d'amélioration génétique comportant l'achat d'animaux reproducteurs de race pure, par l'achat de races commerciales plus adaptées aux contextes locaux, par l'octroi de compléments à la prime à la vache allaitante et à la prime à l'abattage, et, en tant que de besoin, par la possibilité d'importer des pays tiers des bovins mâles destinés à l'engraissement sous certaines conditions. Il convient de déroger à l'application des conditions d'importation des animaux et des denrées animales.
