ACTIONS La Commission engagera les actions suivantes: Action clé 5: dans le cadre du réexamen de la politique de l'UE en matière de normalisation, proposer des mesures juridiques sur l'interopérabilité des TIC d'ici à 2010 afin de modifier les règles d'application des normes TIC en Europe de façon à pouvoir utiliser celles de certains forums et consortiums. Autres actions: promouvoir des règles adaptées aux droits de propriété intellectuelle essentiels et aux conditions d'octroi des licences dans le contexte normatif, y compris pour la divulgation ex ante, notamment par des lignes directrices d'ici à 2011; en 2011, publier une communication fournissant des indications sur la relation entre normalisation des TIC et marchés publics pour aider les pouvoirs publics à utiliser les normes dans un souci d'efficacité et de façon à être moins captifs; promouvoir l'interopérabilité en adoptant, en 2010, une stratégie d'interopérabilité européenne et un cadre d'interopérabilité européen; étudier la faisabilité de mesures qui pourraient conduire des acteurs économiques importants à accorder des licences concernant les informations sur l'interopérabilité et en rendre compte d'ici à 2012.
