Takes the view that the requirements under Article 14 of the Financial Regulation are substantiated for the changes to lines against subheading 1a and headings 5 and 7, which were introduced by Letters of Amendment 1 and 2 to the 2000 draft budget and have been accepted unamended; considers that the requirements of Article 14 of the Financial Regulation have not been met for lines against subheading 1b and heading 4, however, and rejects those parts of Letter of Amendment No 2 to the 2000 draft budget on the ground that, as regards those headings, 'very exceptional circumstances' have not been adduced;
11. estime que les conditions requises à l'article 14 du Règlement financier sont justifiées pour les modifications concernant les lignes de la sous-section 1 a) et des rubriques 5 et 7 introduites par les lettres rectificatives 1 et 2 au projet de budget 2000, acceptées sans amendement; par contre pour les lignes de la sous-section 1 b) et de la rubrique 4, considère que les conditions requises par l'article 14 du Règlement financier ne sont pas réunies et rejette ces parties de la Lettre rectificative nº 2 au projet de budget 2000, au motif que pour ces rubriques des "circonstances très exceptionnelles” n'ont pas été avancées;
