Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). (9) Where Petro-Canada Limited has no rights under this section with respect to a particular application for a special renewal permit under section 116 or 117 because a declaration of significant discovery is in force at the time the special renewal permit is about to be granted and where that declaration is subsequently revoked with respect to that special renewal permit, Petro-Canada Limited shall, notwithstanding anything in these Regulations, have the rights granted by this section at the first time after such revocation that an application is made for renewal of the special renewal permit if at the time the renewal is about to be granted no other applicable declaration of a significant discovery is in force.

(2) Notwithstanding anything in this section, where a person who applies for a special renewal permit pursuant to paragraph (1)(b) and the Minister have not agreed on the terms and conditions for the special renewal permit within 30 days after the expiry of the period within which Petro-Canada Limited is required to give the notice specified in subsection 121(6) or within 30 days after Petro-Canada Limited gives any such notice, whichever occurs first, that person shall for 30 days thereafter have the right to reinstate his application for an oil and gas lease under section 54 as if it had not been withdrawn and he were still a permittee, whereupon he shall be entitled to be repaid any sums he paid as rental except that sum tendered with the lease application in respect of the first year thereof, and that sum shall be deemed to satisfy all rental obligations under that lease up to the first anniversary date thereof following August 3, 1977.

6. Any member of the Joint Undertaking that fails to meet its commitments concerning the contributions in kind or does not release the amount due within the prescribed time-limit shall be, for six months following the expiry of this time-limit, disqualified from voting in the Administrative Board until such time as its obligations have been met.

(7) Notwithstanding any other provisions in these Standing Orders, but subject to the time limits set out in this Standing Order, a bill under this Standing Order shall be debated at second reading, and, if passed, it shall immediately be considered in a Committee of the Whole, which shall report to the House forthwith upon completion of its consideration, and the House shall immediately take up the report and third reading stages of the bill; provided that, unless the Committee of the Whole has reported the bill earlier, then fifteen minutes prior to the end of the time scheduled for consideration of the bill, it shall be deemed to have been reported without amendment.
